CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE Pakistan (CP) has been responding to major disasters and undertaking an array of development projects. CP works through its local partners and a range of stakeholders for development, as well as emergency response-related interventions, which makes collaboration a key component of its work, across the country. Health and education, with a particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan. CARE Pakistan is going to implement a project, “Improved Nutrition Status of Mothers and Children” in district Sujawal, Sindh, to sustainably address malnutrition and its immediate, underlying, and basic contributing factors, through integrated (Nutrition, WASH, and Education) interventions in the project area.
I. JOB SUMMARY:
This position will provide technical support together with WASH Specialist and will supervise the activities of public assets rehabilitation and construction of handpumps, drinking water supply schemes, WASH at health facilities and educational institutions. S/he will develop BOQs, and design technical/engineering documents for communal assets rehabilitation and construction work and will closely monitor repair work/conduct quality assurance including preparation of all required documentation regarding FFA-CBT activities (materials and equipment sheets, daily attendance sheets, supervisor daily reports, monthly summary reports, and material tracking) and keep the project technical record updated and organized.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Technical Input and Project Implementation
% of Time: 75%
- The position holder will be responsible for ensuring that WASH-related activities are technically sound, aligned with project expected outcomes and impact positively on the lives of the targeted beneficiaries.
- Prepare Bills of Quantities (BOQs) and designs as required by program/ as per government approved CSR/local market rates.
- Plan and design, following construction, government and other necessary standards, using design software and drawing tools (wherever needed) for the execution of project activities.
- Prepare quality assurance templates for construction and installation items in accordance with the government approved specifications, brands and PSQCA standards.
- Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards.
- Ensure the availability of accurate, complete, and up-to-date information required for effective project implementation, management, monitoring and evaluation with a particular focus on inclusiveness.
- Assist in tendering process with procurement department, prepare all procurement, contracting and construction management documentation with the purpose of improving project efficiency and effectiveness.
- Support and supervise daily skilled and unskilled workers/ project volunteers and give them useful instruction regarding their work improvement, through coordination with the relevant skilled staff and WASH Specialist.
- Ensure the development of project work plans, requisite certificates template aligned with project goals and outcomes and monitor that planned tasks met deadlines and project outcomes are achieved.
- Having good knowledge of construction materials and approve materials samples ensuring compliance with the set standards, maintain site records and files.
- Analyze survey reports, maps, drawings, blueprints, and other topographical or geologic data to plan project activities.
- Prepare & review the work schedule of different activities to ensure progress on work and catch-up plans are prepared and implemented.
- Regular supervision of construction works to ensure completion within stipulated time.
- Provide technical guidance on site as per design, drawing & specifications by ensuring work are done as per standers.
- Monitor the completed work done on site and verify the contractor invoices as per the actual work done on site.
- Ensuring effective coordination and integration of Hygiene Promotion activities with the delivery of water and sanitation services and facilities.
- Carry out correspondence with the Project Manager regarding any variation in order due to additional works.
- Provide advice and technical support on all construction related procurements.
- Ensure that systems are set in place for the operation and maintenance of communal assets, including the provision of all necessary trainings to community groups.
- Develop committees and train them on operation and maintenance (O&M).
- Ensure that an empowering approach to working with communities is employed by ensuring that they are involved in the decision making process and have ample opportunity to give feedback which is acted upon.
- Review project targets, WASH methodologies and take continuous action to achieve those and implement the project strategies in true spirit so to abide with project proposal and agreement.
- Carry out PATS implementation in project target villages, coordinate at local level to ensure making them Open Defecation Free (ODF).
- Plan and carry out field visits and prepare social and technical feasibility reports for Project activities at different level.
- Develop IEC material for both staff and targeted communities.
- Ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in decision making and to ensure that CARE Programme is an opportunity for peace making, rather than community division (No harm approach focused).
Job Responsibility # 2: Coordination and Representation
% of Time: 20%
- Represent CARE at technical meetings or any other coordination meetings when required, with the objective of establishing a strong position of the organization for involved stakeholders.
- Represent the technical side of CARE programme to various Government bodies, the UN, the WASH and Shelter Clusters, and other NGO's at Provincial and district/field level.
- Responsible for preparation of donor technical reports, ensuring high quality reporting with accurate information.
- Ensure donor regulations on procurement are complied with at all times and where possible waivers are sought for during the proposal designs for all technical related project activities.
- Ensure close coordination with line departments by creating professional relationship between organization for project activities.
- Report regularly to the Project Manager on all matters related to the site and project activities.
3- Other Responsibilities as Assigned (5% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
- BE/BS/BSc/DAE with B-Tech (Hons) in Civil Engineering, or any related field
- Experience of implementing donor funded projects on WASH, education and health & hygiene is preferred with special focus on UN funding.
- Extensive experience in community participation and consultative-implementation methods including community based projects.
- Demonstrated experience of working in volatile and highly insecure operating environment.
- In-depth knowledge of local government, culture and traditions; previous work experience in the target regions is desirable.
- At least 3-5 years’ practical experience with BE/BS/BSc degree or 6-8 years’ experience with DAE with B-Tech (Hons) in project planning, technical and social feasibility assessment, engineering estimates, execution, implementation, site management and construction related work.
- It is desirable that some of this should have been in emergency relief programs. The post holder must be aware of and sensitive to the particular needs of women in this context - (preference will be given to those with background of working with INGOs.
