Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor’s degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.

Purpose: Reports to HR Manager. Ensures the implementation and integration of program wide Employee Relations initiatives, policies and processes.

Essential Duties & Responsibilities:

  • Directs and leads day-to-day employee relations (ER) initiatives and investigations to ensure daily assignments are carried out in a responsive timely manner.

  • Contributes to the strategic development of the ER function by recommending and developing proactive, progressive, mission-focused ER strategies and training to meet current and future organizational goals toward mitigating employee turnover and improving morale.

  • Assists in developing and implementing standard operating procedures, work instructions, and training plans.

  • Conducts investigations into employee and government compliance complaints.

  • Writes clear, concise investigative summaries and recommendations per policy regarding disciplinary actions.

  • Acts as responsible party for historical review of employee files and ER records.

  • Provides relevant coaching, counseling and training for Managers and Supervisors.

  • Identifies and implements continuous process improvements within the function.

  • Under the direction of the HR Manager, assists in overseeing the corrective action process, including modifications and changes to policies and procedures.

  • Ensures Employee Relations compliance with established Amentum and U.S. Government requirements.

  • Ensures timely response and resolution of employee and government compliance and complaints across the program.

  • Reviews recommendations for employee disciplinary layoffs or employment terminations.

  • Compiles and presents relevant data to the HR Manager, and coordinates and directs the work plan for assigned staff.

  • Performs other duties as assigned.

Minimum Position Knowledge, Skills & Abilities:

Education:

  • Bachelor's degree or equivalent experience required.

Experience:

  • 5 or more years of Human Resources Employee Relations experience required.

  • 1 or more years supervisory experience required.

  • Experience in the handling and investigation of both employee and government compliance complaints highly preferred.

Specialized Knowledge, Skills & Abilities:

  • Must have high level of interpersonal skills to handle sensitive and confidential situations and documentation at all times.

  • Must be able to work effectively with all levels of employees.

  • Must have a collaborative work style, fostering cooperation and teamwork.

  • Must be able to exercise discretion, good judgment, and solid decision-making skills.

  • Must be able to handle confidential company and employee information with complete discretion.

  • Must have high level organizational and planning skills, so that workflow is managed efficiently and accurately.

  • Must have high level of proficiency in the use of MS Office with an emphasis in Excel and PowerPoint.

Certification, License & Clearance:

  • U.S. Citizenship required.

  • Tier 1 NACI required for all U.S. Citizens.

Facility credentials/authorization required: Must be able to obtain and maintain facility credentials/authorization.

Note: U.S. Citizenship is required to for facility credentials/authorization at this work location.

Work Environment, Physical Demands & Mental Demands:

  • Ability to perform job duties efficiently and effectively.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

  • Must be able to lift up to 50lbs.
