Project Context and Scope:
IOM works to strengthen the protection environment in Pakistan, supporting both displaced Afghan nationals as well as other at-risk individuals and communities. Under the overall supervision of the Senior Programme Coordinator, and direct supervision of the Programme Coordinator (Protection), the Disability Inclusion Specialist will be responsible for supporting the Protection Unit’s disability inclusion efforts.
Organizational Department / Unit to which the Consultant is contributing:
The consultant will be contributing to IOM’s Protection Unit, under the broader Humanitarian, Recovery, and Resilience Division. In recent years, IOM Pakistan’s protection portfolio has expanded to cover activities related to protection case management, community-based protection, gender-based violence, legal aid and assistance, as well as protection monitoring and analysis. In addition, the Protection Unit is conducting protection mainstreaming, through the provision of capacity building, and training, as well as close coordination with other units and divisions across the mission.
Category A Consultants: Tasks to be performed under this contract.
- Develop a Disability Inclusion (DI) Situation Analysis, mapping of needs and subsequent DI Work Plan for the Protection Unit.
- Review the Protection Unit’s Tools, SOPs, and methodologies, to identify and suggest areas of improvement on disability inclusion.
- Develop a methodology for consultations to assess the gaps, challenges, needs and entry points for a more systematic and strategic approach to DI in the Protection Unit, and the mission more broadly.
- Identify and meet with key stakeholders with a primary focus on IOM staff, Implementing Partners, Organizations of Persons with Disabilities (OPDs), and relevant (I)NGOs with whom to conduct consultations on disability inclusion.
- Develop a Road Map for Disability Inclusion in IOM Pakistan based on the consultations’ findings as well as those identified in other ongoing DI initiatives. The roadmap shall include a situational analysis of gaps and good practices, and detailed recommendations on concrete steps that the Protection Unit, and the mission more broadly, has to take to deliver on its commitments, globally and at field level, identifying entry points to take forward the implementation of the roadmap.
- Provide technical assistance on disability inclusion to all senior Protection and IOM colleagues and strengthen accessibility of existing and new IOM structures according to priorities identified in the Work Plan.
- Proactively identify and facilitate capacity building opportunities on mainstreaming disability inclusion for IOM staff and implementing partners.
- Coordinate and identify ways to strengthen disability inclusive monitoring evaluation and reporting within the Protection Unit.

Education, Experience and/or skills required:
EDUCATION
- Master’s degree in disability inclusion, law, political science, human rights, international relations, international development, humanitarian action or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
EXPERIENCE AND SKILLS:
- Sound knowledge of foundational concepts in relation to disability inclusion, protection and protection mainstreaming.
- Expertise in the field of disability inclusion.
- Demonstrated experience and updated knowledge in the field of research and needs assessment.
- Experience in mediation and facilitation of groups, as well as leadership or facilitation of consultative processes including the facilitation of consultations online, using accessible technology.
- Knowledge of IASC cluster system and IASC Task Team on Disability inclusion in humanitarian action.
- Candidate must be familiar with the UN system, with understanding of IOM being an advantage.
- Ability to foster commitment and build capacity among activity staff and in-country actors on integration and empowerment, including training and workshop facilitation
- Ability to work under pressure and deliver within the timeframe.
Travel required
- Travel to Islamabad, Pakistan with the requirement to work from home while awaiting a visa.
- Travel within Pakistan, which could include to: Khyber Pakhtunkhwa, Sindh, Balochistan, and Punjab provinces
