BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The organization seeks to enhance its procurement strategies to improve efficiency, cost-effectiveness, and sustainability is required to develop and implement strategic sourcing initiatives that align with the organization\'s goals.

  • Optimize supplier relationships and performance.
  • Ensure alignment with organizational goals and sustainability initiatives.


JOB PURPOSE:

To provide coordination, administrative services and research to support the efficient and effective procurement services. This position is based in Islamabad and reports to Procurement Officer or the designate.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

1. Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.

2. Comprehensive sourcing strategies based on market analysis, organizational needs, and cost-benefit analysis. Identify and assess potential suppliers, considering quality, cost, reliability, and sustainability. Collaborate with internal stakeholders to align sourcing strategies with business objectives.

3. Work with Vendor Management focal point and senior staff on improving Supplier Management to identify, establish and maintain strong relations with the key suppliers and monitor supplier performance.

4. Identify opportunities for cost savings without compromising quality or service. Implement best practices for procurement processes and policies. Track and report on cost savings and other key performance indicators (KPIs).

5. Ensure sourcing strategies support the organization\'s sustainability goals. Ensure compliance with relevant laws, regulations, and ethical standards. Promote the adoption of sustainable and socially responsible practices among suppliers.

6. Review, record and priorities purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.

7. Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP.

8. Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.

9. Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.

10. Research, collect and analyse data in order to produce reports to enable informed decision making by Procurement Officers, and consistency of information presented to stakeholders.

11. Manage updates and further develop databases and records, to ensure information is accurate, organized, and available for others to access, and supports reporting requirements.

12. Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.

13. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.

14. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

QUALIFICATIONS AND EXPERIENCE:

Education:

First level university degree (Bachelor\'s degree) is required in Business Administration, Management, Economics, Supply Chain Management, Procurement,Contract/Commercial Law, International Development, or related social science field.

Experience:

Minimum of six (6) years of experience in supply chain, procurement, contracting, administration and/or other directly related technical fields is required.


Knowledge and Skills:

  • Demonstrated familiarity with locally purchased commodities/goods/services (e.g., cash based, in-kind donations).
  • Experience conducting supplier research and coordinating with retailers, wholesalers and traders.
  • Demonstrated knowledge of procurement processes and linkages with other operations (e.g., logistics)

Language: Fluency in both oral and written communication in English
