Role Purpose

Khilo aur Barho (KaB) is an education service-delivery component of the Girls and Out of School Children: Action for Learning (GOAL) programme. Khilo aur Barho is a 3-year project which will contribute into GOAL programme that aims to build more inclusive provincial education systems delivering quality education in the Pakistan provinces of Khyber Pakhtunkhwa and Punjab. The target population is girls and marginalised children aged 5 to 16 years. The service-delivery component is expected to work with the long-term technical assistance component to deliver the overall GOAL objectives to support at least 100,000 girls and marginalised children to enrol and stay in school and at least an additional 150,000 girls supported to read by age 10.

British Council is delivering this programme on behalf of the FCDO and we are looking to put a project management team in Islamabad and Lahore. The final selection and contracting are dependent on British Council's signing of an accountable grant agreement with the FCDO.

Main Accountabilities:

The Administrative Manager’s main duties include:
Facilities Management:
  • Lead management of office premises, ensuring they are safe, fit for purpose, and conducive to project operations.
  • Manage premises-related projects, adhering to procurement processes and approved project plans.
  • Assess and meet the requirements of internal customers through effective management of premises and related projects.
  • Ensure delivery of services to a high standard, including reception services, cleaning, meeting rooms, and events management.
  • Oversee management of hard services such as repairs, maintenance, property management, and storage requirements.
  • Manage inventory and asset management, ensuring accurate records and compliance with organizational policies.
  • Plan and manage facilities functions, including outsourced services to achieve contractual standards.
  • Lead contracts and contract management for all facilities-related contracts.
  • Ensure compliance with corporate and local standards in health & safety and business continuity provisions.
  • Identify opportunities for process and system improvements in facilities management and make recommendations.

Procurement:
  • Plan and manage the Sourcing strategy and activities including but not limited to spend analysis.
  • Plan and manage regular Sourcing activities including but not limited to vendor development, supplier-market analysis and capacity building of potential vendors.
  • Develop and rollout technical guidelines for the sourcing unit
  • Manage key internal stakeholder relationships to deliver a customer centric service.
  • Manage key supplier relationships to deliver value for money on strategically significant categories.
  • Support the project management team in identification, assessment and management of potential sourcing risks.
  • Support the project management team with Sourcing activities and Contracting process

Budget and Compliance:
  • Manage budget for facilities operations, ensuring control, compliance, and cost efficiency.
  • Ensure all records are created and maintained in compliance with information and knowledge management agendas.
People Management:
  • Motivate, develop, and lead a team responsible for facilities management, ensuring high performance and adherence to standards.
  • Build relationships with external suppliers and manage contracts effectively, escalating and resolving issues as needed.
  • Build trust and confidence through open communication, keeping colleagues informed about relevant issues.
  • Coordinate and engage with colleagues on facilities matters, fostering collaboration and effective support.
Safeguarding: Complete Introduction of Safeguarding e-learning courses (Mandatory e-learning course)
  • Due diligence for Safeguarding are conducted for implementing partners.
  • Ensure that the implementing partners and strategic partners understand the safeguarding code of conduct and comply with the safeguarding standards related to children /adult when conducting British Council activities
  • Ensure protection of data related to children and adult
  • Ensure strict application of safeguarding in planning, implementation and monitoring of implementing partners
  • Escalate Safeguarding issue to the project safeguarding focal person

Minimum Requirement –
Sixteen years education qualification in any discipline
  • Experience of managing people, negotiating with suppliers, managing relationships, ability to delegate, ability to find pragmatic solutions and adapt to changing situations, mentoring teams, ability to present information in a clear, concise manner to all stakeholders
  • Experience of managing stakeholders
  • Experience of using technology in project delivery.
Desirable Requirement –
  • Experience / understanding of Girls and Out of School Children in Khyber Pakhtunkhwa and Punjab, enrolment retention, advocacy, communication and capacity building programming
  • Experience and understanding of digital learning tools
  • Experience and understanding of girls education and empowerment in margenalised areas of Punjab and KP province.
